{"id":2870,"date":"2021-01-25T22:42:48","date_gmt":"2021-01-25T21:42:48","guid":{"rendered":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/?p=2870"},"modified":"2021-01-25T22:45:56","modified_gmt":"2021-01-25T21:45:56","slug":"gfmd-summit-side-event-narratives-on-migration","status":"publish","type":"post","link":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/gfmd-summit-side-event-narratives-on-migration\/","title":{"rendered":"It Takes a Community to Re-Shape Narratives on Migration"},"content":{"rendered":"\n<p><strong>GFMD side event underlines the importance of promoting positive narratives in a time of pandemic response and recovery, reaching the \u201cmoveable middle\u201d and prioritizing the dimension of race.<\/strong><\/p>\n\n\n\n<p>The side event <strong>It Takes a Community: Building a Global Movement to Balance the Narrative on Migration <\/strong>took place on the penultimate day of the 13<sup>th<\/sup> <a href=\"http:\/\/gfmd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Forum on Migration and Development (GFMD) Summit<\/a>. It focused on the campaign <a href=\"https:\/\/ittakesacommunity.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">It Takes a Community<\/a> launched on 18 December 2020 as an initiative of the <a href=\"https:\/\/www.gfmd.org\/gfmd-ad-hoc-working-group-public-narratives-migration\" target=\"_blank\" rel=\"noreferrer noopener\">GFMD ad hoc Working Group on Public Narratives on Migration<\/a>.<\/p>\n\n\n\n<p>The campaign brings full circle discussion begun at the GFMD last year where there was a \u201creal appetite to continue discussion on public narratives on migration,\u201d said Alexandra Young, <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship.html\" target=\"_blank\" rel=\"noreferrer noopener\">Immigration, Refugees and Citizenship Canada<\/a>, one of the governments co-chairing the ad hoc working group.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In a time of widespread polarization and misinformation, the campaign seeks to reach the \u201cmoveable middle\u201d that research has shown exists in every community, said Marshall Patsanza, <a href=\"https:\/\/www.iom.int\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Organization for Migration (IOM)<\/a> \u2013 those who fall between fixed views on either end of the spectrum and can be moved to support positive narratives on migration. The initiative, which brings together governments and all GFMD stakeholders (civil society, local authorities, business representatives and youth), encourages trusted sources at all levels of the community to share stories about the positive impact migration has had in their respective context.<\/p>\n\n\n\n<p>The multi-stakeholder campaign \u201cshowcases the strength of the GFMD as a space for collective action,\u201d said Clara Keller-Skupien, <a href=\"https:\/\/gfmdcivilsociety.org\/staging\/9981\/\">GFMD Civil Society Coordinating Office<\/a>. She highlighted that during its GFMD preparatory meeting, the civil society mechanism had named combatting toxic narratives and xenophobia as one of its top priorities. Organizations from all over the world were invited to join the campaign during its soft launch, which was promoted during an online civil society program organized for <a href=\"https:\/\/www.un.org\/en\/observances\/migrants-day\" target=\"_blank\" rel=\"noreferrer noopener\">International Migrants Day<\/a> last December.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cThe conversation on narratives on migration really is about all of us \u2013 individually and collectively.\u201d<\/p><cite>Clara Keller-Skupien, GFMD Civil Society Coordinating Office<\/cite><\/blockquote>\n\n\n\n<p>The campaign is crucial as the global community responds to the COVID-19 pandemic and considers recovery strategies, Keller-Skupien said. Balanced narratives that focus on the wellbeing of all of society \u2013 including migrants \u2013 are needed to help ensure access to vaccines and prevent migrants from being seen as a public health threat.<\/p>\n\n\n\n<p>Keller-Skupien underlined that the campaign can serve as an important channel to address not only the narratives themselves but root, structural causes of xenophobia and inequalities as well. Here, she said, it is essential to prioritize the dimension of race. She shared an open call to all of the GFMD to join in the discussions on race and migration that the <a href=\"https:\/\/csactioncommittee.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Civil Society Action Committee<\/a> is planning in the coming year. The hope is to discern pathways to implement the It Takes a Community initiative. Side event moderator Hannah Murphey (IOM) added that the campaign can serve as a platform to support migrants in denouncing discrimination and racism.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.gob.ec\/mremh\" target=\"_blank\" rel=\"noreferrer noopener\">Ecuadorian Ambassador<\/a> Diego Morejon, representing the second of the GFMD narratives working group co-chairs, noted that the campaign is a \u201cconstruct to transmit positive messages\u201d and can be used to underline the slogan he has heard at this GFMD: \u201cPeople Before Borders.\u201d<\/p>\n\n\n\n<p>Gabriella de Francesco, a city councilor from Mechelen, Belgium, representing the GFMD Mayors Mechanism, the third co-chair of the narratives working group, agreed with Morejon. It Takes a Community is a way to \u201cwalk the talk\u201d with a positive narrative of being <em>for<\/em> diversity, of being one community with the same future, she said.<\/p>\n\n\n\n<p>Keller-Skupien affirmed this whole-of-society approach: \u201cThe conversation on narratives on migration really is about all of us \u2013 individually and collectively.\u201d Migrants are not only in need of support; they are \u201cactors of change, entrepreneurs and leaders, part of communities and societies.\u201d&nbsp;<\/p>\n\n\n\n<p>She also emphasized the transformative nature of participants\u2019 engagement as migration advocates, pointing out, in the words of <a href=\"https:\/\/www.oxfamintermon.org\/es\/publicacion\/la-otra-mirada\" target=\"_blank\" rel=\"noreferrer noopener\">Eva Garz\u00f3n Hernadez from Oxfam<\/a>, that \u201cevery time we talk about migration, we shape the narrative.\u201d<\/p>\n\n\n\n<p>Murphey lifted up the \u201cdiversified\u201d character of the campaign, which is unbranded so that it can be nuanced to tell stories and amplify actions in any community, at any level. Side event panelists and participants shared examples of how they were already adapting It Takes a Community, set to run for another 12 months, to their own contexts.
