{"id":2821,"date":"2021-01-21T22:39:00","date_gmt":"2021-01-21T21:39:00","guid":{"rendered":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/?p=2821"},"modified":"2021-01-21T23:42:55","modified_gmt":"2021-01-21T22:42:55","slug":"gfmd-summit-roundtable-partnerships","status":"publish","type":"post","link":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/gfmd-summit-roundtable-partnerships\/","title":{"rendered":"GFMD Summit Hosts Roundtable Discussion on Fostering Partnerships to Achieve Migration-Related Goals"},"content":{"rendered":"\n<p><strong>Proposal for a Concessional Financing Facility for Migration endorsed by most State and civil society delegates.<\/strong><\/p>\n\n\n\n<p>Day four of the 13<sup>th<\/sup> <a href=\"http:\/\/gfmd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Forum on Migration and Development (GFMD) Summit<\/a> saw some 170 delegates come together for a roundtable discussion on <strong>Fostering Partnerships to Realize Migration-Related Goals<\/strong>.<\/p>\n\n\n\n<p>Opening the discussion, co-chair Beatriz Alfaro of the <a href=\"https:\/\/www.unog.ch\/unog\/website\/missions.nsf\/(httpPermanentMissions_en)\/4D6EB462217624D7C1256F4100451F04?OpenDocument\" target=\"_blank\" rel=\"noreferrer noopener\">Permanent Mission of El Salvador to the United Nations in Geneva<\/a> reminded delegates of the extensive consultation and dialogue undertaken to produce the <a href=\"https:\/\/gfmd.org\/files\/documents\/rt_session_6_background_paper_on_partnerships_final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">background paper<\/a> that set the framework for the session. \u201cWe have to recognize that effective migration governance is a multi-sectoral and multi-level task,\u201d Alfaro stated, \u201cand to create a win-win for both economies and migrants requires new partnerships and the substantial engagement of different actors.\u201d<\/p>\n\n\n\n<p>Co-chair Alex da Costa of the <a href=\"https:\/\/www.unog.ch\/unog\/website\/missions.nsf\/(httpPermanentMissions_en)\/62640D2E6158AE94C125825300107FFF?OpenDocument\" target=\"_blank\" rel=\"noreferrer noopener\">Permanent Mission of The Gambia to the United Nations in Geneva<\/a> expanded on Alfaro\u2019s point, stating that \u201cboth partnerships and sustainable financing are critical elements in finding solutions to achieve migration-related goals.\u201d<\/p>\n\n\n\n<p>Presenting the session background paper, Dilip Ratha of the <a href=\"https:\/\/www.worldbank.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Bank<\/a> provided an overview of global migratory movements and highlighted the ongoing impact of COVID-19 for mobility, remittances and migrant access to rights. \u201cPartnership is needed in migration,\u201d Ratha stated, \u201cbut the willingness to partner is not enough. We need to enable partnerships with sustainable financing, and move from \u2018millions to billions\u2019 in terms of State contributions.\u201d He highlighted several ways in which financial support to third countries could benefit migration-related goals, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Provision of vaccines and healthcare assistance to migrants;<\/li><li>Services and assistance for migrants returning to countries of origin; and<\/li><li>Enabling a transition from humanitarian relief to development-oriented solutions.<\/li><\/ul>\n\n\n\n<p>Moving to the session\u2019s central proposal for a Concessional Financing Facility for Migration (CFF), Ratha outlined the lessons that can be drawn from the existing Global Concessional Financing Facility for Refugees. Responding to a poll conducted during Ratha\u2019s presentation, 77 percent of delegates confirmed that their State or organization would be interested in participating in a CFF.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p> \u201cPartnership is the very core of our being in the civil society sector.\u201d<\/p><cite>William Gois, Migrant Forum in Asia<\/cite><\/blockquote>\n\n\n\n<p>Several Member States provided examples of innovative partnerships at all levels that have enabled the realization of migration-related goals.<\/p>\n\n\n\n<p>Bettina Etter of the <a href=\"https:\/\/www.eda.admin.ch\/sdc\" target=\"_blank\" rel=\"noreferrer noopener\">Swiss Agency for Development and Cooperation<\/a> highlighted how Switzerland \u201cis prioritizing partnerships to work towards the realizations of the Sustainable Development Goals from a migration perspective.\u201d Ambassador Khalil Hashmi of the <a href=\"https:\/\/www.unog.ch\/unog\/website\/missions.nsf\/(httpPermanentMissions_en)\/E1D3B10B515BD61FC1256F4100452029?OpenDocument\" target=\"_blank\" rel=\"noreferrer noopener\">Permanent Mission of the Islamic Republic of Pakistan to the United Nations Office in Geneva<\/a> noted that \u201cpartnerships are absolutely essential to achieving migration-related goals,\u201d but urged that the proposed CFF proposal be \u201csituated in the wider context of the massive impacts of COVID-19, and reflect the reduced fiscal space and capacities of many countries of origin and transit.\u201d<\/p>\n\n\n\n<p>William Gois of <a href=\"https:\/\/mfasia.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Migrant Forum in Asia<\/a> described partnership as \u201cthe very core of our being in the civil society sector.\u201d Gois welcomed the CFF proposal, stating that \u201cit is high time to experiment with pulling together resources to realize the aims of the GFMD and ensure its ongoing legitimacy.\u201d<\/p>\n\n\n\n<p>Gois presented four key civil society priorities for the proposed CFF:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ensuring social protection for all migrants regardless of status;<\/li><li>Expanding regular migration pathways and regularization schemes;<\/li><li>Fighting xenophobia and discrimination; and<\/li><li>Promoting safe access to services for all migrants, including access to justice for wage theft and non-payment of benefits.<\/li><\/ul>\n\n\n\n<p>Jean Pierre Elong Mbassi of <a href=\"https:\/\/www.uclga.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">United Cities and Local Government Africa<\/a> urged that financing mechanisms ensure resources reach local and regional authorities, which \u201chave daily contact with migrants and are best placed to maximize the benefits of funding for migrant populations.\u201d Noting both the importance of partnerships between cities in countries of origin and destination, Martijn Pluim of the <a href=\"https:\/\/www.icmpd.org\/home\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Centre for Migration Policy Development<\/a> also outlined the need for partnerships at all levels to be based on \u201cshared interest, trust and clearly defined roles for a wide range of stakeholders and actors.\u201d <\/p>\n\n\n\n<p>The session concluded with the co-chairs\u2019 endorsement of a proposal to establish a GFMD Working Group to develop a detailed CFF proposal. \u201cWe cannot throw the work of the GFMD over the past 12 years out of the window,\u201d Alvaro noted, \u201cand a Working Group will enable us to take a holistic approach to developing the tools and approaches we need to achieve our goals together.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Image<\/em> \u00a9 <em>JM\/ICMC (Collage, photos by <a href=\"https:\/\/unsplash.com\/@cytonn_photography?utm_source=unsplash&amp;utm_medium=referral&amp;utm_content=creditCopyText\" target=\"_blank\" rel=\"noreferrer noopener\">Cytonn Photography<\/a> and <a href=\"https:\/\/unsplash.com\/@youxventures?utm_source=unsplash&amp;utm_medium=referral&amp;utm_content=creditCopyText\" target=\"_blank\" rel=\"noreferrer noopener\">You X Ventures<\/a> on Unsplash)<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Proposal for Concessional Financing Facility for Migration endorsed by most State and civil society delegates.<\/p>\n","protected":false},"author":1,"featured_media":2834,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[53,3],"tags":[57],"class_list":["post-2821","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-gfmd-2020","category-news","tag-labor-migration-governance"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
