{"id":2755,"date":"2021-01-19T20:42:42","date_gmt":"2021-01-19T19:42:42","guid":{"rendered":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/?p=2755"},"modified":"2021-03-11T10:11:33","modified_gmt":"2021-03-11T09:11:33","slug":"gfmd-summit-roundtable-on-labor-migration-governance","status":"publish","type":"post","link":"https:\/\/gfmdcivilsociety.org\/staging\/9981\/gfmd-summit-roundtable-on-labor-migration-governance\/","title":{"rendered":"Roundtable Discussion at 13th GFMD Summit Tackles Labor Migration Governance"},"content":{"rendered":"\n<p><strong>Human-centered approaches, better data, regular pathways, skills matching and partnerships highlighted by delegates.<\/strong><\/p>\n\n\n\n<p>On the second day of the 13<sup>th<\/sup> <a href=\"http:\/\/gfmd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Forum on Migration and Development (GFMD) Summit<\/a>, some 150 delegates gathered for a roundtable discussion on <strong>The Governance of Labor Migration in the Context of Changing Employment Landscapes<\/strong>.<\/p>\n\n\n\n<p>Opening the roundtable, co-chair Neveen Elhusseiny of the <a href=\"https:\/\/www.mfa.gov.eg\/\" target=\"_blank\" rel=\"noreferrer noopener\">Egyptian Ministry of Foreign Affairs<\/a> stated that \u201cit is high time that we adapted labor migration governance to the realities of the labor market, including changes in demand brought about by COVID-19.\u201d Echoing Elhusseiny\u2019s call for change, co-chair Poem Mudyawabikwa of the <a href=\"https:\/\/www.unog.ch\/unog\/website\/missions.nsf\/(httpPermanentMissions_en)\/EDD32A00101E6655C1256F41004520A5?OpenDocument\" target=\"_blank\" rel=\"noreferrer noopener\">Zimbabwean Permanent Representation to the United Nations Office at Geneva<\/a> called on delegates to emphasize the importance of strong partnerships and cooperation to improve global labor migration governance.<\/p>\n\n\n\n<p>The roundtable agenda focused on the four thematic areas and guiding questions set out in the session <a href=\"https:\/\/gfmd.org\/files\/documents\/rt_session_1_background_paper_on_labour_migration_governance_final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">background paper<\/a>. Michelle Leighton of the <a href=\"http:\/\/www.ilo.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Labour Organization<\/a> presented the paper, highlighting:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The increasing proportion of migrant workers who are women, including 11.5 million domestic workers worldwide;<\/li><li>Intensified governance challenges, such as the increasing wage gap between migrant and non-migrant workers; and<\/li><li>The extensive impact of COVID-19 for migrant workers, including job losses, large scale returns and lack of access to social protection and pandemic assistance measures.<\/li><\/ul>\n\n\n\n<p>On the first thematic area of <strong>Human-centered Approaches to Addressing Future of Work Challenges and Opportunities for Labor Migration<\/strong>, Leighton emphasized the core principle of labor migration governance as \u201cmaking migration a choice.\u201d She outlined a range of rights-based measures, including universal social protection, fair recruitment and equality of treatment, as central to \u201censuring that migrant workers\u2019 rights are protected and they can reap their fair share of benefits.\u201d<\/p>\n\n\n\n<p>Julius Cainglet of the <a href=\"http:\/\/www.bwint.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Federation of Building and Wood Workers<\/a> identified decent work as the central objective of labor migration governance. \u201cThe missing pillar here is rights at work,\u201d Cainglet noted, \u201cwhich are crucial to avoiding the multiple common challenges faced by migrant workers.\u201d Roni Pradhan of <a href=\"https:\/\/www.helvetas.org\/en\/switzerland\" target=\"_blank\" rel=\"noreferrer noopener\">Helveta<\/a> similarly noted the need to ensure access to justice for wage theft, including social protection measures for migrant workers returning to their country of origin following job losses.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cA whole-of-society approach to labor migration governance is needed.\u201d<\/p><cite>Kristof Tamas, Swedish Ministry of Justice<\/cite><\/blockquote>\n\n\n\n<p>Addressing<strong> Data &amp; Migration Governance<\/strong>, there was a strong consensus amongst presenters and delegates on the need to strengthen data collection, sharing and analysis in order to support effective policymaking.<\/p>\n\n\n\n<p>Youth speaker Damilola Oyelade described how in Nigeria \u201cthe absence of data synchronization across key stakeholders has limited effective responses and assistance.\u201d Expanding on this point, Brian Okengo of the <a href=\"https:\/\/au.int\/\" target=\"_blank\" rel=\"noreferrer noopener\">African Union<\/a> noted how \u201cwhen it comes to migration data, different States and organizations use different definitions and systems that are in need of harmonization.\u201d<\/p>\n\n\n\n<p>Leighton here highlighted the potential for new global standards and definitions produced by the <a href=\"https:\/\/ilostat.ilo.org\/about\/standards\/icls\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Conference of Labour Statisticians<\/a> to assist States, pointing to emerging good practice as States begin to implement them. She further emphasized the need for State investment in labor market information systems, in countries of both origin and destination, in order to better map skills, project skills gaps and plan education and training.<\/p>\n\n\n\n<p>On the third theme of <strong>Regular Migration Pathways, Skills and Job Matching<\/strong>, Youth speaker Alicia Lelwic urged delegates to focus advocacy efforts on good practice developed in COVID-19 responses. Focusing on the \u201clengthy and costly qualification recognition procedures\u201d that in many cases limit migrant mobility, she pointed to States\u2019 temporary acceptance of overseas qualifications in sectors implementing pandemic responses as an example of what is feasible as recovery moves forward. Shirin Lira of the British Council urged that recovery measures prioritize recognition of the essential nature of domestic work, including by \u201cchanging the narrative of domestic versus highly skilled migrant labor.\u201d<\/p>\n\n\n\n<p>Crystallizing the roundtable consensus on the final theme of <strong>Partnerships, International and Bilateral Cooperation for Improved Labor Migration Governance<\/strong>, Gita Murti of the <a href=\"https:\/\/kemlu.go.id\/portal\/en\" target=\"_blank\" rel=\"noreferrer noopener\">Indonesian Ministry of Foreign Affairs<\/a> stated that \u201call stakeholders must join hands in this task, at national, regional and local level. No government can work unilaterally in the area of migration.\u201d<\/p>\n\n\n\n<p>Representing the local and regional authority perspective, Mohamed Wajdi Aydi (Adjoint au Maire in the Tunisian city of Sfax) described how \u201ccities have many tasks in relation to migrants and can assist in data collection.
