Today, we own the space and need\nto make the most out of it.\u201d With these words, civil society Co-Chair Stella\nOpoku-Owusu opened the Civil Society Day (CSD) at the Global Forum on Migration\nand Development (GFMD) Summit in Quito.&nbsp;<\/p>\n\n\n\n<p>\u201cToday, we are here to be constructive,\nnot destructive. I have great expectations and a strong hope that after our\ndiscussions, we will all feel that we have contributed our small grain of sand\ntowards advancing the rights of the people we serve,\u201d added civil society\nCo-Chair Jos\u00e9 Dolores Suazo Mej\u00eda, Don Lolo.&nbsp;<\/p>\n\n\n\n<p>Some 300 civil society representatives\nand observers were greeted this morning by Ambassador Santiago Ch\u00e1vez Pareja,\nthe Ecuadorian Chair of the GFMD.&nbsp;<\/p>\n\n\n\n<p>Mr. Ch\u00e1vez stated his trust in civil\nsociety organizations, and his desire to see a stronger Ecuadorian and Latin\nAmerican civil society sector. \u201cThe role of civil society must be well\nunderstood, and communication is key in this regard. We need to cherish and\npreserve the existing spaces for discussion and conversation.\u201d<\/p>\n\n\n\n<p>The implementation of existing\ninternational commitments \u2013 the last of which is the Global Compact for\nMigration (GCM) \u2013 and innovative partnerships to improve the reality of\nmigrants\u2019 lives on the ground are the two key focuses of today\u2019s meeting.&nbsp;<\/p>\n\n\n\n<p>Marta Verani, representative of\nthe&nbsp;<a href=\"https:\/\/www.unmgcy.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">United\nNations Major Group for Children and Youth<\/a>,\nbrought the perspective of youth to the CSD. \u201cTwo years ago, when we started\nworking on migration, we soon realized there was no space for us to engage in\nthe mechanisms, nor in the GFMD, nor in the GCM,\u201d she said. \u201cSo, we created it.\nAnd this year, in the second Youth Forum, we had high-quality discussions with\n68 youth leaders from all over the world.\u201d&nbsp;<\/p>\n\n\n\n<p>The perspective of the <a href=\"http:\/\/peoplesglobalaction.org\/2020\/01\/peoples-global-action-on-migration-development-and-human-rights-pga-2020\/\">People\u2019s\nGlobal Action<\/a> (PGA) was presented by Roula Hamati, from the Cross-Regional\nCenter for Refugees and Migrants in Lebanon. \u201cOur goal this year was to take a\nstep back from everything happening at the global level, and to focus on\nlearning,\u201d Hamati explained, \u201cwhat we can learn from each other, from our\npractices, from our experiences, from our struggles on the ground.\u201d&nbsp;<\/p>\n\n\n\n<p>Hamati said that \u201cmany times, the\ngrassroots bottom-up approach is not fed appropriately into the global\ndiscussions. However, change is never a top-down approach. It always comes from\nthe ground.\u201d<\/p>\n\n\n\n<p><strong>Discussing 5 key issues on migration and development<\/strong><\/p>\n\n\n\n<p>Participants spent the late morning and\nafternoon working in five thematic groups, which discussed in detail the main\nthemes of this year\u2019s CSD.<\/p>\n\n\n\n<p><strong>Access to services,<\/strong>&nbsp;led\nby Helena Olea from Alianza Americas, represents the second line of migration\npolicies and is often not discussed when the focus is on entry and access to a\nterritory. However, many migrants, especially those with irregular status, face\ndaily struggles when considering how and if to access the most basic public\nservices.&nbsp;<\/p>\n\n\n\n<p>Simple barriers like having to show an\nidentity document can make a migrant think twice about reporting a crime or\nseeing a doctor. The importance of firewalls cannot be understated: when local\nauthorities put in space \u2018safety\u2019 mechanisms that make access to social and\neconomic rights independent from migratory status, migrants feel much more\nprotected.<\/p>\n\n\n\n<p>Bram Frouws from the Mixed Migration Centre in Geneva addressed the topic of\u00a0<strong>mixed migration flows<\/strong>. \u201cPeople have different motivations to move, they speak different languages, trust different sources. Mixed migration movements are extremely complex phenomena, often taking place in very dangerous environments,\u201d he said.\u00a0<\/p>\n\n\n\n<p>And more importantly, Frouws explained, despite the many international commitments to improve life for migrants, the situation on the ground hasn\u2019t improved \u2013 in fact, in many cases, it has worsened. \u201cWe have a colossal task ahead of us as civil society organizations,\u201d he concluded, \u201cand that is, to turn this trend around.\u201d<\/p>\n\n\n\n<p><strong>Labor migration<\/strong>&nbsp;is\na topic that has long been at the core of the concerns brought to the GFMD by\ncivil society organizations. William Bois, from Migrant Forum Asia, focused on\nhow the ILO conventions on Domestic Workers and on Exploitation in the\nWorkplace are being implemented on the ground.&nbsp;<\/p>\n\n\n\n<p>Evalyn Tennant talked about&nbsp;<strong>climate\nchange-related displacement<\/strong>. She focused on how the increasing\nvolatility linked to climate events is already a reality for many people in the\nglobal South. Though it may not always lead to immediate displacement, climate\nevents can certainly be a factor affecting migration decisions. Tennant\nhighlighted the need for legal and policy frameworks that properly address\ndisplacement related to climate change.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;<strong>criminalization<\/strong>&nbsp;of\nmigrants and those in solidarity with them results from a security-oriented\nview on migration, something that States have been doing for decades, said\nMichele LeVoy, from the Platform for International Cooperation on Undocumented\nMigrants. This leads to detention, violence at the borders, \u201cvoluntary\u201d returns\n\u2013 where return is a softer word for deportation \u2013 to the criminalization of\nsolidarity.&nbsp;<\/p>\n\n\n\n<p>Stay tuned for updates on the\ndeliberations from the GFMD Civil Society Days!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cMany times, civil society is present at the table but not really a true participant.
